Rachel Goldwasser
Rachel serves as the lead legal adviser for Key Capture Energy and directs the company’s regulatory, policy and advocacy strategies. She advises KCE’s management on various legal matters, new and existing laws, and regulations. She also leads KCE’s regulatory team, providing strategic advice and leadership regarding regulatory opportunities and compliance matters. Rachel sits on the board of the New Hampshire Campaign for Legal Services, which supports New Hampshire’s civil legal aid efforts.
Before joining KCE, Rachel was the Executive Director at the New England Conference of Public Utilities Commissioners (NECPUC), where she worked on behalf of the public utility commissions in the six New England states. Previously, she practiced law at Orr & Reno, PA, in Concord, New Hampshire and served as a law clerk for the Honorable John A. Woodcock of the United States District Court for the District of Maine. She has also taught as an adjunct professor at Vermont Law School and the University of New Hampshire’s Franklin Pierce School of Law.
Rachel holds a JD from Vermont Law School, a Master’s of Environmental Management from the Yale School of the Environment, and a BA from Dartmouth College.
